About Rail Vikas Nigam
Rail Vikas Nigam Limited is a government company under the Ministry of Railways that builds railway lines, metros, highways, ports, power transmission and distribution networks, telecommunications networks and solar energy projects.12 Its main client is Indian Railways; others are central and state government ministries, departments and public sector companies.3 It generally works on a turnkey basis, meaning it handles a project's whole cycle, from design and contract awards to commissioning.3
It was established in 2003 as the executing arm of the Ministry of Railways, and received Miniratna status in 2013 and Navratna status in 2023, grades that give a state-owned company more freedom over its investment decisions.2 Since 2021 it has also bid competitively for metro, bridge, highway, building, port, transmission line, irrigation and signalling work.43 It runs 27 project implementation units at 23 locations and has wholly owned subsidiaries in the UAE, Uzbekistan, Saudi Arabia, Oman and South Africa.56 Under its original mandate it set up 5 project companies (special purpose vehicles) to build rail links as public-private partnerships.7 Its subsidiary HSRC Infra Services Limited bids for projects on its behalf and provides project management consultancy.7
The Government of India sold 12.16% of the company in an initial public offering in April 2019, then 9.64% in March 2021 and 5.36% in July 2023 through offers for sale (sales of existing shares on the stock exchange).7 Saleem Ahmad has been chairman and managing director since December 2025.8
