About Housing & Urban Development Corporation

Housing and Urban Development Corporation Limited (HUDCO) is a Government of India undertaking that finances housing and urban infrastructure projects across India.1 Its borrowers include State Governments and their agencies, such as housing boards, development authorities, metro rail and municipal corporations, as well as public sector undertakings and power utilities.2 It also offers consultancy in urban planning, architecture and engineering, and trains officials through its Human Settlement Management Institute (HSMI).34

HUDCO was incorporated on 25 April 1970 and received Navratna status (which gives a state-owned company more freedom to invest and borrow) on 18 April 2024.5 The Reserve Bank of India registered it as an infrastructure finance company (a non-bank lender focused on infrastructure) on 23 August 2024, converting its earlier registration as a housing finance company.5 The Government of India owns 75% of HUDCO, through the Ministry of Housing and Urban Affairs (54.27%) and the Ministry of Rural Development (20.73%).67 It works from its registered office in New Delhi, 20 regional offices and 11 development offices, and has no overseas office and no subsidiary.8910

In November 2025 it launched the Urban Invest Window (UiWIN), a platform that helps urban local bodies (city and town governments) prepare bankable projects and raise finance for them.1112 It is a partner in government programmes such as the Pradhan Mantri Awas Yojana housing scheme (PMAY), Smart City, AMRUT, Swachh Bharat and Jal Jeevan Mission.13
